Following is an urgent message from Howard Kaloogian, who led the
successful Recall Gray Davis Committee and is now running against
ultra-liberal Sen. Barbara Boxer in California.  Howard is a solid
conservative on all the key issues -- and he takes a strong stance
against illegal immigration!  He has also won endorsements from
State Sen. Tom McClintock and Ron Prince, the author of Prop. 187.

Dear Friends,

I've always told you -- during my time in the State Assembly, during
the Recall Gray Davis and Defend Reagan efforts alike -- that I will
stand up for principle, even when others in our party abandon those
principles.

This is exactly how I feel regarding the situation with the new
immigration plan proposed by the White House recently.

This amnesty-on-the-installment plan -- is wrong and I am steadfastly
opposed to it.  I organized a press conference in Sacramento to
convey my opposition to a policy that rewards those who have broken
our nation's laws.

I am honored to have the support of the man who authored Proposition
187, Ron Prince. I stand with him in opposition to this new amnesty
plan for illegal immigrants.

While President Bush has been a great leader on issues such as taxes,
national defense and the fight against terrorism, this proposal
granting amnesty on the installment plan for illegal immigrants is
the wrong answer to deal with our illegal immigration problem.

I strongly oppose rewarding those who have broken our nation's laws.
My family legally immigrated to this country by waiting for their
turn. It is an insult to them and all of those who have obeyed our
immigration policies and come to this country legally.

What Washington should first address is the lack of enforcement of
our borders. Addressing the source of the problem must be the first
priority so that we can begin to get a handle on our illegal immigrant
problem. What we need to do is to secure our borders. This is also
important for national security, as Canada and Mexico have both
repeatedly been entry points for terrorists and terrorist
sympathizers.

Californians suffer when the federal government fails to enforce our
borders. Now, Washington seeks to complicate the matter by providing
yet another enticement for people to sneak into our country illegally
without stopping further illegal entry. We tried amnesty in 1986, and
it didn't stop illegal immigration; in fact, the problem became worse.
Blanket amnesty didn't work then, and amnesty on the installment plan
won't work now.

California is nearly bankrupt. While we have a near porous border,
California taxpayers will keep getting stuck with huge bills. Almost
half of the nation's illegal immigration occurs across the California
border, and Californians cannot afford it any longer.

Whether you consider the principle of respect for the law, or weigh
the financial cost to California taxpayers, or are fearful for our
national security, a secure border is essential. That must be the
core foundation of any immigration policy.

As we move forward in our campaign, I am asking for your financial

extremism of Barbara Boxer once and for all.
