The U.S. Supreme Court ruled that corporations are entitled to spend unlimited funds in our elections, rolling back a century of modest limits. The First Amendment was never intended to protect corporations.

This cannot stand. Join our campaign to protest this decision. Protect our democracy! Two things that can be done now:

1) Fair Elections Now Act: Give congressional candidates a public financing alternative to elections bankrolled by corporations. Also fix the presidential public financing system.

Fourteen Texas Busing Companies Implicated in Illegal Alien Smuggling Scheme

Last week, Immigration and Customs Enforcement (ICE) arrested 22 individuals charged with conspiracy to transport illegal immigrants as a result of a three-month investigation into fourteen Houston-area transportation businesses. (The Washington Post, February 5, 2010). According to federal officials, the individuals “allegedly accepted cash from alien smugglers to move undocumented aliens in vans and SUVs from Houston to other cities around the United States.” (ICE Press Release, February 3, 2010). ICE also arrested 81 suspected illegal aliens during the operation, who were then placed in deportation proceedings. (Id.).
DHS Assistant Secretary for ICE John Morton noted that the busing companies were not legitimate businesses, but were instead working exclusively with enterprises seeking to smuggle illegal aliens into the United States. Once the aliens had been smuggled into the United States, the busing companies paid commissions to smugglers to bring the aliens to them. The companies then charged the aliens up to $650 for a one-way ticket from Houston to cities throughout the country. (The Houston Chronicle, February 3, 2010).

Senators Push for Immigration Measures in Jobs Bill

In anticipation of jobs legislation Senate Majority Leader Harry Reid intends to bring to the floor this week (see, e.g., CBS, February 5, 2010), true immigration reformers in the Senate are seeking to add measures that would improve immigration enforcement while simultaneously helping the American worker.  Last week, Senators Sessions (R-AL), Grassley (R-IA), Coburn, (R-OK), Vitter (R-LA), Chambliss (R-GA), Isakson (R-GA), Bunning (R-KY), and Inhofe (R-OK), sent a letter to Reid asking that he add these measures to any jobs legislation aimed at reducing unemployment in the United States.  (See text of letter, February 4, 2010).  This push to improve immigration enforcement came at the same time the Labor Department released new data showing there are currently 14.8 million Americans who are officially unemployed.  (Bureau of Labor Statistics, February 5, 2010).  Meanwhile, there are between 7 and 8 million illegal aliens in the U.S. labor market, many of whom have only recently entered the country and are competing with Americans for jobs.

Obama Proposes Cuts to Important Immigration Enforcement Programs

On February 1, President Obama released the details of his Fiscal Year (FY) 2011 Budget Request, which seeks to cut funding for important immigration enforcement programs. (See The President’s Budget Message, February 1, 2010). Specifically, the president’s budget would slash funding for the Secure Border Initiative; cut funding for US-VISIT; and cut 180 agents from the Border Patrol.  The president’s proposed budget also proposes to merely maintain funding for the critically underfunded State Criminal Alien Assistance Program (SCAAP). The Secure Border Initiative (SBI) “is a comprehensive, multi-year plan to help secure America’s borders” through fencing, infrastructure, and technology. (CBP Factsheet). SBI is a critical element of the larger DHS-CBP effort to increase border security, which includes construction of the border fence.  Last year, Congress approved $800 million to fund SBI through FY2010. President Obama is requesting only $574 million for this program in his FY2011 budget, a $226 million cut. (FY2011 Budget Request Appendix: DHS).

The narco-cartel violence continues unabated in Mexico, in fact, it’s going from bad to worse.Universal, Mexico’s paper of record, does a detailed job of keeping a running tally of the carnage.Universal reported that, as of February 3rd, 2010, the death count in the drug wars had already passed 1000. Yes, you read that right. In a little over a month 1015 had been killed.On average, that’s a killing every 48 minutes.Universal´s statistics of the past five years show the situation getting worse by the year....
To put it another way, this year it’s only taken 34 days to kill as many people as were killed in a 254-day period in 2005.Thus far in 2010, the day with the most killings was January 9th, in which 69 persons perished in the narco-carnage. On January 31st, 57 were killed, on the 20th it was 53, on the12th it was 44 and on February 3rd it was 25 killed. On January 1st, New Year’s Day, 37 were killed.When you break the 2010 statistics down geographically, you find that nearly a quarter of the killings , 24.3%, took place in the state of Chihuahua, followed closely by Sinaloa state at 22.5%. Baja California had 11.6%, Durango 8.2% and Guerrero 7.8%. Killings in all other states combined totaled 25.6%.

 Major blow against Colombian-Mexican narco links
“An operation, considered the biggest in the past decade, was in essence a blow to the heart of Mexican organized crime, in particular, the organization of Joaquin ‘El Chapo’ Guzman.”  The operation, carried out in Colombia with the assistance of DEA and other Colombian and US support, resulted in 22 arrests.  Most notable among them were 12 pilots, one a female, who were direct links between “El Chapo” and the Colombian cartels.  Those arrested have extradition requests pending.  The successful operation was carried out in six Colombian [state] capital cities and is considered a major blow to the Colombia-Mexico criminal operations.

A likely candidate for successor to recently-arrested drug boss, Teodoro “El Teo” Garcia Simental has been arrested.  Raydel Lopez Uriarte,  ”El Maletas,” was arrested in La Paz, Baja California Sur, by federal agents Monday morning.  The operation took place in the same residential area of La Paz where El Teo was arrested last month.  The cartel is allied with the Gulf cartel and La Familia Michoacána, both rivals of the Tijuana cartel run by the remnants of the Arellano-Felix family.

The headline read, “Border Patrol agents open fire toward Mexico.”  Border Patrol agents fired toward the Mexican side of the Rio Grande today when they were bombarded with unspecified objects while patrolling the river in a boat.  The agents fired toward a number of subjects throwing objects at them from the bank of the river.  No one was injured.  A Border Patrol spokesman, Joe Trevino, explained, “We don’t fire warning shots, we shoot because we fear for our safety and try to remove the threat.”

 Alliances by Mexican Drug Cartels Results in Two Mega Cartels -
According to a report compiled by Mexican Secretary of National Defense (SEDENA) and released by the news periodical Excelsior, eight drug trafficking organizations in Mexico have united to form two solo groups in order to gain control of drug trafficking and its associated routes in the country. The breakdowns of these alliances were reported as follows:
1) The Sinaloa Cartel headed by Joaquín Guzmán Loera, El Chapo, has aligned with La Familia Michoacana, what remains of the Milenio/Valencia Cartel, and with a faction of the Tijuana Cartel. Key drugs that will continue to be trafficked by these groups include cocaine, marijuana, and synthetic drugs.
2) The second block consists of the Beltran Leyva organization, the Juarez Cartel, Los Zetas, and the Tijuana Cartel.
Who Initiated the Alliances?
The individuals who worked to form the first alliance were identified as Sinaloa Cartel leaders Ignacio Coronel Villarreal, aka Nacho Coronel, and Ismael Zambada García aka El Mayo Zambada. Ignacio Coronel Villarreal was responsible for bringing La Familia Michoacana and Los Valencia onboard. Ismael Zambada García was responsible for negotiations with Teodoro García Simental, El Teo (before his arrest).
The second alliance was formed as a result of work done by Arturo and Hector Beltran Leyva who met with Miguel Trevino Morales to form an alliance with the Gulf Cartel/Los Zetas. This was then approved by Heriberto Lazcano Lazcano, aka El Lazca.  The Beltran Leyva brothers also established the alliance with Vicente Carrillo Fuentes, aka El Viceroy. Left on the sidelines in these negotiations were Ezequiel Cardenas Guillen, Tony Tormenta, Eduardo Costilla, El Coss, and El Gordo Landin.
Changes in the Gulf Cartel/Los Zetas:
The SEDENA report indicates that the Gulf Cartel and Los Zetas are splitting and that their current association is the result of a few remaining arrangements. According to the report, Los Zetas have become an independent faction of the Gulf Cartel, so much so that among themselves, they no longer identify each other with the letter “Z,” but rather, with the letter “L”.
