Cost, kinks could kill 'virtual fence' for U.S.-Mexican border
By Tony Romm
The Hill (Washington, DC), February 10, 2010
http://thehill.com/blogs/hillicon-valley/technology/80527-cost-kinks-could-kill-virtual-fence-for-us-mexican-border

Technical glitches and cost concerns could spell the end of a high-tech 'virtual fence' once thought to be the future of law enforcement on the U.S.-Mexican border. Federal officials once believed a smattering of high-tech, high-resolution cameras, movement sensors and radars would help border patrol agents there catch immigrants as they enter the United States illegally.
But a handful of unresolved kinks, a history of program delays and new doubts of the program's cost effectiveness could spell the end of the so-far $672 million program, which former President George W. Bush piloted in 2005. ...

A blow has been struck for states' rights and we have a cause for great celebration! Senator Dayton and Representative Sandstrom have passed a bill through the Utah House and Senate entitled:
SB 11 UTAH STATE-MADE FIREARMS PROTECTION ACT
This is one small, but extremely important, step in clawing back some rights from the Federal Government's usurpation of the rights of the States. The important part is:   The Constitution of the United States of America specifically states what powers the federal government is supposed to have, and explicitly says ALL the other powers belong to the individual states....

Arizona: Carry Reform Bill Passes out of Committee
Please Contact Your State Legislators TO SUPPORT HB 2347!
Last week House Bill 2347 passed out of the House Military Affairs and Public Safety Committee by a vote of 5 to 2.  HB 2347 would eliminate a long standing double standard between concealed carry and open carry.Currently under Arizona law it is generally legal to carry a firearm openly as long as you are 18 years of age and not prohibited from possessing a firearm.  However, if the firearm becomes covered, say with a coat, or if you are a woman and prefer to carry your firearm in your purse, you need to possess a concealed carry permit.  The permit system is expensive and time consuming, considering all you have done is change your attire.  While the recently amended language would allow law-abiding persons to carry their firearm concealed, it would not allow those without permits to carry concealed in places that require a permit, such as restaurants. It is the intention of the NRA to fully support the amended version of HB 2347 and provide greater freedom of choice for Arizona gun owners. Please take the time to respectfully urge your state legislators to support the amended version of House Bill 2347.

9.  ACTION ALERT: HERE IS A LETTER FROM A READER TO SARAH PALIN.  PLEASE READ AND WRITE YOUR OWN ABOUT MCCAIN & ALSO ABOUT PALIN'S STANCE ON AMNESTY WHICH APPARENTLY SHE CONDONES:

SARAH PALIN: info@sarahpac.com;  (202)747-1812 or go to www.sarahpac.com/contact

Dear Sarah: As an activist precinct committeeman and county Republican Party officer, I have a better than average perspective on Sen. McCain's less than conservative principles and his totally unresponsive representation to his Arizona constituents over many years. In 2004, many of us were collecting signatures on a citizen's initiative called Proposition 200.  The focus of this initiative was to keep our voting process safe from illegal voters and to stop giving state welfare to illegal residents.  Sen. McCain worked tirelessly against the thousands of citizens who were trying to get this issue on the ballot.  This bill passed by 78% of Arizona voters and has repeatedly been upheld in courts despite the efforts of the various well-funded immigrant advocacy groups.  To add insult to injury, and to show you how out of touch with his constituents he was (and still is), he then co-authored with Ted Kennedy the egregious amnesty bill of 2007 which was overwhelmingly opposed by the American people and ultimately defeated.Legislation to stifle the free speech of PACs during elections and protect the seats of incumbents that he and Sen. Russ Feingold got passed was deemed unconstitutional in the Supreme Court's recent decision.  But look at the negative repercussions from that legislation:  George Soros can now buy election by funding numerous 527 groups such as ACORN.It has been abundantly clear to Arizonans that McCain's whole focus has been on increasing his own power since he was first elected our Senator 24 years ago.  He's been so busy running for President in 2000 and 2008 that he rarely responds to our correspondence and has an answering machine to respond to our phone calls to Washington (if one can get through before getting the "all full" message).  He rarely attends our Republican meetings and has denigrated our state and county conservative leadership.  When he deigns to attend very well attended townhalls, he is very disdainful of any opposing views and does not follow through on promises to "look into" constituent issues.  But, now that there is some viable opposition to his re-election, he is now touting his conservative bonifides and painting a very different face for the voters of Arizona who weren't even important enough to visit in 2008.You were the only reason many of us voted for him in the Presidential election which he seemed determined to lose by the many missteps he made.  Along with other progressives, he seemed determined to get Obama elected. We realize you feel a sense of loyalty to him because of the opportunity he afforded you in 2008; however, as a conservative icon, we feel you will be misleading the uninformed Arizona voters by endorsing him and helping him raise funds.    It's time for a change.  Ask his staff how many precinct committeemen declared they would support him in this election--they called all of us.  No one that I know answered in the affirmative.  He is having trouble getting his petition signatures and has to pay staff to go to all the events where most people refuse to sign them.  We are fed up with his total disdain for this state and his constituents and really want to get J. D. Hayworth elected as our senator. Please don't help Mcain--it will be a slap in the faces of all conservatives and probably mean the passage of another amnesty bill.

Polls Struggle To Capture Impact Of Tea Party Movement

February 11, 2010Just days after the first Tea Party nation’s convention wound down in Nashville several opinion polls appeared to send conflicting messages about the movement’s likely impact in this crucial election year.According to a CNN/Opinion Research Poll, only about a third of Americans view the movement favorably, while a plurality (40 percent) have not heard of it or don’t have enough information to form an opinion. In addition, about 26 percent of the public is critical of the grassroots movement.

From Constitutional Emergency:There are statements being made by some about Tea Party, 912ers, grass roots patriots allegiance/association. Some are trying to connect us to the Republican party. Sarah Palin mentioned it, Dick Armey of Freedom Works is trying to coopt Tea Party movement and perhaps others.Be it known that Constitutional Emergency/Patriots For America is a grass roots movement affiliated with Tea Party,912, and other constitutional focused groups, but in no way supporting the Republican apparatus, the Democrat apparatus...we are independent minded patriots supporting the raising up of candidates that will commit to constitutional restoration, republic principles, and Founding Father vision. We don't care about the vehicle these candidates use to gain election...what we care about is what they stand for and are willing to fight for...but we will not be coopted by the existing political apparatus as a tool supporting their anti-constitutional goals. We reject any attempt to infilitrate the Tea Party, 912, or grass roots movements. Those of the corrupt political apparatus that are attempting to move America away from Constitutional Government are rejected. We will decide the winning candidates that meet "we the people" criteria.

Rep. Rick Austin Introduces House Bill 1164

HB 1164 to protect Georgians from unemployment and benefits loss due to illegal immigration
ATLANTA- In an effort to protect jobs and benefits for Georgians, Representative Rick Austin (R-Demorest) today introduced House Bill 1164 - legislation designed to build on the 2006 Georgia Security and Immigration Compliance Act (GSICA).  This bill would specifically provide refined verification methods and expand transparency in compliance with existing federal and state public benefits and employments laws."In 2006, the state of Georgia became a national leader in attempting to protect its citizens from job and benefits loss due to the crime of illegal immigration," said Representative Austin.  "No reasonable person can argue that we can allow even one Georgian to go without a job or benefit because our borders are not secured or because the federal government failed to enforce our immigration laws.  This legislation is aimed at assisting local governments and official agencies in their effort to comply with the law."

Jason Voner presented himself in court Wednesday as a hard-working father who wants to be known as a good man.
But an Assistant Hamilton County Prosecutor said Voner was the ring-leader for a scheme to get illegal immigrants Ohio driver's licenses so they could stay here and suggested Voner - who used to work at the Ohio Bureau of Motor Vehicles - join the four Guatemalans involved in the scheme in prison. Voner, 32, of Walnut Hills, called one of the female workers at the 7990 Reading Road BMV office and told her he would pay her $100 for each of the Ohio identification cards she helped him get for illegal immigrants. The female worker then told her boss who contacted authorities and they set up a sting.

Bangor, Maine -- The U.S. Border Patrol says a checkpoint agents have been running on Interstate 95 in Maine are one of the agency’s tools in finding illegal immigrants, smugglers or terrorists in the United States.

The Bangor Daily News says Border Patrol agents conducted checks on the interstate near Sherman, Maine, on Tuesday and Wednesday.

Deputy Chief Patrol Agency Alfredo Casillas says I-95 is an ideal location for a checkpoint because many people use the highway to head south into the United States from Canada.

He wouldn’t say if the checkpoint will be operating Thursday or if agents encountered any illegal immigrants when they stopped more than 1,000 vehicles.

Message from CD3 Congressman John Shadegg:
The article below from the National Journal is very scary. It lays out Speaker Pelosi's plan to push through health care reform legislation along the lines of the current Senate/House bills. She plans to use the reconciliation process to cram the legislation down America's throat on a purely partisan basis.  If that happens it will destroy health care in America as we know it. The federal government will completely control who gets what coverage, at what cost, and it will impose a massive new federal bureaucracy which will destroy choice and cause costs to skyrocket, ultimately resulting in the rationing of care. Please help stop her!

National Journal:  Pelosi Aide Outlines Healthcare Endgame
            House Speaker Pelosi's
top healthcare adviser today outlined a plan that would allow both chambers to make changes to the Senate healthcare overhaul before the overhaul becomes law.  Wendell Primus said the plan is to have President Obama sign the Senate bill before signing the legislation making the changes, even though Congress will approve them in reverse to satisfy skeptical House members who refuse to pass the Senate bill before changes are made. The trick in all of this is that the president would have to sign the Senate bill first, then the reconciliation bill second, and the reconciliation bill would trump the Senate bill," Wendell Primus told health policy experts gathered at the National Health Policy Conference hosted by AcademyHealth and Health Affairs. Some have questioned whether rules would allow Congress to pass changes to a bill that is not yet law. House members have insisted both chambers approve the changes, which likely will go through the reconciliation process to require 51 votes rather than the 60-vote supermajority in the Senate, before they pass they Senate bill.. Primus also mentioned bill drafters would need to use certain language to ensure the plan works, although he did not elaborate. There's a certain skill, there's a trick, but I think we'll get it done," he said.Negotiators first must agree on changes. The Senate parliamentarian still needs to weigh in, he added. Despite all these complications, Primus said, lawmakers will be "very close to being done" with an overhaul by Easter recess. He said the prenegotiated package would be based on agreements reached before Democrats lost their 60-seat supermajority in the Senate last month after the special election in Massachusetts won by GOP Sen. Scott Brown...

How Illegal Immigration Hurts Black America
With national unemployment hovering around 10 percent and black male unemployment at a staggering 17.6 percent, it's just not true that undocumented workers are doing the jobs that we won't do.
By Cord Jefferson
The Root, February 10, 2010
http://www.theroot.com/views/how-illegal-immigration-hurts-black-america

In October 2008, amidst claims that one of its subsidiaries was knowingly hiring illegal immigrants, North Carolina poultry producer House of Raeford Farms initiated a systematic conversion of its workforce.

Following a U.S. Immigration and Customs Enforcement raid that nabbed 300 undocumented workers at a Columbia Farms processing plant in Columbia, S.C., a spooked House of Raeford quietly began replacing immigrants with native-born labor at all of its plants. Less than a year later, House of Raeford’s flagship production line in Raeford, N.C., had been transformed, going from more than 80 percent Latino to 70 percent African-American, according to a report by the Charlotte Observer.

Under President George W. Bush, showy workplace raids like the one that befell Raeford were standard—if widely despised—fare. And though the Obama administration has committed itself to dialing down the practice, Homeland Security Secretary Janet Napolitano has occasionally found herself the bearer of bad news to immigration activists who expected the raids to end entirely under her watch.

For the most part, the workplace crackdowns themselves are unremarkable—gaudy, ad hoc things that mitigate America’s immigration problem the way a water balloon might a forest fire. Increasingly however, their immediate aftermaths—in which dozens of eager African-American job applicants line up to fill vacancies—call into question a familiar refrain from the nation’s more vocal immigration proponents: Illegal immigrants do work American citizens won’t. Even former Mexican President Vicente Fox fell victim to the hype, infamously declaring in 2006 that Mexican immigrants perform the jobs that 'not even blacks want to do.'

Grassroots effort key to 2010 Census immigrant count

It shouldn’t be a secret that the U.S. Census Bureau is getting ready for the biggest count this country has ever seen.

It spent a small fortune to air a 30-second spot during the Super Bowl last Sunday.

In Chicago, census workers say they want to make sure the immigrant population is well-represented. And that requires strong local effort.

A January poll by the Pew Research Center showed that one-third of Latinos still haven’t heard of the U.S. Census.

Tom Tancredo got idea for civics literacy tests critics call racist from an immigrant
By Michael Roberts
Denver Westword, February 9, 2010
http://blogs.westword.com/latestword/2010/02/tom_tancredo_got_idea_for_civi.php

Last week, ex-Congressman and former presidential candidate Tom Tancredo, delivering the keynote address at the First National Tea Party Convention, drew accusations of racism when he suggested that President Barack Obama was elected partly because 'we do not have a civics literacy test before people can vote... People who could not even spell the word 'vote' or say it in English put a committed socialist ideologue in the White House.'

Tancredo scoffs at the notion that these remarks were racially motivated. As evidence, he reveals that the person who helped spur the idea of a civics literacy test for voting was what he describes as 'a black guy' driving a limo in Detroit who happened to be studying for his citizenship test.

Illegal immigration opponents target trustee for recall
By Stephen Wall
The Redlands Daily Facts (CA), February 10, 2010
http://www.redlandsdailyfacts.com/sanbernardinocounty/ci_14376585
A group opposed to illegal immigration has launched a campaign to oust a High Desert school board member from office. We The People California's Crusader, a Claremont-based group fighting illegal immigration, is working to vote out Victor Valley Union High School District trustee Felix Diaz. Diaz, who is serving his second stint on the school board, is up for re-election in November. He also was a member of the board from 1985 to 1992. Diaz supports amnesty for illegal immigrants and puts the interests of Latino school children ahead of other students, said Raymond Herrera, founder and president of the organization.
'He's a man in a military uniform who doesn't like the American people,' Herrera said. Diaz, who served in the Army from 1957 to 1960, teaches military science at three district schools. He is also a teacher for the California Cadet Corps, a youth program of the California National Guard originally formed to prepare young men to be military officers. Diaz, a 75-year-old Victorville resident, predicted the effort would fail. 'All I can say is prove it,' Diaz said. 'Prove that I put amnesty first. I've never put (amnesty) ahead of the American people or ahead of my students. If he can prove it, then I agree with him. Otherwise, tell him to keep his mouth shut.' Diaz, who also served on the Victorville City Council from 1992 to 1996, said he would step down if Herrera produces 5,000 valid signatures from registered voters in the district calling for his removal. 'As soon as he gets 5,000 signatures, bring them to the school board and I'll resign as soon as they're verified,' Diaz said. 'I really don't need this coming from a nut.' Herrera said he took offense when Diaz wrote that Herrera and his allies were 'urinating in the wind' in a published letter to The Sun in July. Diaz's letter criticized Herrera and his supporters' views on illegal immigration. Herrera said Diaz's comments set a bad example for schoolchildren, including his 13-year-old daughter, Sierra. Sierra attended Lakeview Middle School but transferred to a charter school a few weeks ago after Herrera said she became uncomfortable when Diaz was on campus teaching the Cadet Corps. Herrera also criticizes Diaz for opposing his campaign to bring down Spanish-language billboards in Hesperia last year.
Herrera said his group has passed out about 500 fliers at supermarkets and in neighborhoods throughout the Victorville-based district, which serves about 10,000 seventh- through 12th-graders in the High Desert. The district is 49percent Latino, 21percent black and nearly 21percent white, according to the state Department of Education. Herrera said his group's effort is part of a public awareness campaign that also targets Rep. Joe Baca, D-San Bernardino, and county school board member Gil Navarro.

Catholics to send Congress pro-immigrant message
By Moises Mendoza
The Houston Chronicle, February 10, 2010
http://www.chron.com/disp/story.mpl/metropolitan/6861209.html
Religious leaders are turning to postcards in their latest effort to push politicians to reform the country's immigration laws.
Beginning later this month, pro-immigrant religious groups will begin delivering hundreds of thousands of the cards signed by parishioners to members of Congress. About 40,000 of those will come from the Houston area.
The hope: When the politicians see all the postcards piling up, they'll realize there's broad support behind a call by the Catholic Church, and others, to create a path to citizenship for illegal immigrants.

S.F. may close Newcomer High for immigrants

The San Francisco Chronicle, February 11, 2010

For 30 years, San Francisco's Newcomer High School has been the first stop for thousands of new immigrant teenagers struggling in a new country, often with minimal English skills and sometimes low levels of literacy. Oof the first students to enroll found solace at the school after a tidal wave sank the boat carrying him from Vietnam. He clung to a lifeboat for seven hours and spent 10 days waiting for rescue on an island. The rest of his family died. Such stories still echo through Newcomer's halls, but the school - a one-year transitional program for about 160 students - could fall silent by summer. District officials want to close the school in June and spread students across four to six comprehensive high schools, where they would get English instruction and receive more resources and services....

28.  SHERIFF JOE:
Arizona Sheriff, U.S. in Standoff Over Immigration Enforcement

An Arizona sheriff said he planned to defy Washington's attempts to roll back his staunch enforcement of federal immigration law, a move that could put him on a collision course with the U.S. government. Late last year, U.S. Immigration and Customs Enforcement, the largest arm of the Department of Homeland Security, stripped Maricopa County Sheriff Joe Arpaio of the authority to use 100 of his deputies to enforce federal immigration in his jurisdiction, which includes Phoenix. The customs agency took the action because Mr. Arpaio's aggressive immigration crackdowns had drawn criticism from human-rights groups and had run afoul of the U.S. Justice Department, which is investigating whether he has used racial profiling and abused his authority.
In an interview this week, Mr. Arpaio said he would ignore Washington's effort to clip his powers and would train all of his 881 deputies to enforce federal immigration law on the streets. 'We have the inherent right to enforce federal immigration law,' Mr. Arpaio said. 'If Washington doesn't like it, I recommend they change the laws.'

Juvenile probation to continue reporting arrests to immigration
By Erin Sherbert
The San Francisco Examiner, February 11, 2010
http://www.sfexaminer.com/local/Juvenile-probation-to-continue-reporting-arrests-to-immigration-84077177.html
San Francisco -- The Juvenile Probation Department will not change its current policy of reporting undocumented juveniles to Immigration and Customs Enforcement when booked on suspicion of a felony, the department chief said. In a statement released Wednesday, Chief Probation Officer William Siffermann said the department has concluded it cannot change its current policies because it would violate federal law. But this is in violation of the new sanctuary ordinance that prohibits probation officials from reporting undocumented youths unless they are convicted of a felony, according to Supervisor David Campos, who sponsored the legislation.

Deal to curb drug- and immigrant-smuggled money
The Associated Press, February 11, 2010
http://www.azcentral.com/news/articles/2010/02/11/20100211smuggling-money-western-union-arizona.html

Prosecutors in Arizona will unveil a legal settlement Thursday with Western Union in a dispute that centers on the state's efforts to reduce the flow of immigrant and drug smuggling money through wire transfers.

The Arizona Attorney General's Office and Western Union wouldn't provide advance details of the deal. Specifics will be provided at a Thursday afternoon news conference.

But the Englewood, Colo.-based company said in a past regulatory filing that it had set aside $71 million to settle disputes in the state's attempt to seize alleged smuggling proceeds.

The company had said it expected a significant portion of the money to go toward setting up a nonprofit organization to promote safety and security along the U.S.-Mexico border.

Ohio trafficking in humans 'disturbing'
Report looks at exploitation of children, foreigners
By Lisa D. Preston and Jon Craig
The Cincinnati Enquirer, February 10, 2010
http://news.cincinnati.com/article/20100210/NEWS01/2110362/Ohio+trafficking+in+humans++disturbing+

Columbus -- About 1,000 American-born children are forced into the sex trade in Ohio every year and about 800 immigrants are sexually exploited and pushed into sweatshop-type jobs, a new report on human trafficking in the state said Wednesday.

'These are disturbing facts,' Attorney General Richard Cordray said of a six-month study by the Trafficking in Persons Study Commission. 'We are a high-risk state for trafficking.'

Cordray said human trafficking - exploiting people for sex, labor or other criminal abuses - is more prevalent in large cities where there is access to major highways. The first-of-its-kind study gives Ohio a basis from which to move forward, he said.

33.  Report: State benefits from cash immigrants send home
By Nicole C. Brambila
The Desert Sun (Palm Springs, CA), February 11, 2010
http://www.mydesert.com/article/20100211/NStates like California with large immigration populations likely benefit from remittances — or money immigrants send back to their home country — because of an increased demand for U.S. exports, according to a report released Wednesday by the Immigration Policy Center. Formed in 2003, the center is the research policy arm of the American Immigration Council in Washington, D.C., whose mission is to shape the national conversation on immigration. Among the report's findings:
States with large immigration populations also have larger exports to immigrants' countries. Remittances contribute to economic stability in developing countries. In Mexico, for example, remittances in 2008 were second only to oil exports the generated $25 billion. Asia receives the largest portion of global remittances; Mexico the largest U.S. share. Roughly 14 percent, or $20.4 million of California's exports in 2008, went to Mexico.

34. Labor Dep't Approves New Rules on Farm Workers
The Associated Press, February 11, 2010
http://www.nytimes.com/aponline/2010/02/11/us/politics/AP-US-Guest-Workers.html

Washington, DC (AP) -- The Labor Department is reversing Bush administration rules that made it easier for farmers to hire temporary foreign workers to help pick their crops. The new regulations will increase wages and offer greater protections for thousands of foreign farm workers. The rules also require growers to make a greater effort to fill those jobs with domestic workers. Farm owners have vehemently opposed changes to the H-2A guest worker program. They say the new rules make it more burdensome and expensive to hire foreign workers for physically grueling jobs that most Americans don't want. But labor and immigrant rights groups claimed the Bush regulations slashed farm wages and made it harder for domestic workers to claim those jobs.

FOR EVERY ILLEGAL WITH A JOB IN THE U.S., THERE IS AN AMERICAN UNEMPLOYED;
FOR EVERY ILLEGAL ALIEN STUDENT IN A COLLEGE OR UNIVERSITY, THERE IS AN AMERICAN  STUDENT WHO HAS LOST AN EDUCATION.

There are only a "finite" amount of jobs and only a "finite" amount
of places in our colleges and universities - not an "infinite" amount!
