Dear Dr. Rice,
 
In November 2004, the people of Arizona adopted a ballot initiative to protect Arizona taxpayers from the loss of $1 billion annually in payments to illegal aliens and to protect the integrity of the Arizona ballot box from voter fraud.
 
The ACLU and MALDEF immediately sued to have that law, Proposition 200, declared unconstitutional. That case is at the U.S. Supreme Court of Appeals for the Ninth Circuit and may reach the U.S. Supreme Court.
 
Recently, Mexico's top diplomat, who admits that Mexico is aiding groups fighting proposition 200, declared that, if the ACLU and Maldef lose in court, Mexico will take the United States before the U.N. Commission on Human Rights.
 
I urge you to communicate to Mexico the extreme displeasure of the United States at this threat. In addition, I urge you to take steps now to withdraw the United States from the Commission on Human Rights to rob Mexico's threat of force or effect.
