H.R. 2671, Clear Law Enforcement for Criminal Alien Removal Act of 2003
The CLEAR Act of 2003, H.R. 2671, essentially mandates the federal government to pick up every illegal alien apprehended by local authorities, and it pays local police and sheriff's departments for detaining the illegal aliens. This legislation would not only stop the illegal population in the U.S. from growing above its present estimated 10-million level but also begin slowly and steadily reducing the illegal population.
