HOUSE PASSES ALIEN SURGE FUNDING, BILL ENDING DACA PROGRAM
The House tonight adopted H.R. 5230, the $694 million emergency supplemental spending bill for the border surge crisis, by a vote of 223-189. As part of the package, the House passed Rep. Marsha Blackburn’s (R-Tenn.) bill ending the Deferred Action for Childhood Arrival program by a vote of 216-192-1.
Before passage, the House amended H.R. 5230 to add language from a bill by Republicans John Carter (Tex.) and Robert Aderholt (Ala.) that revises the 2008 human trafficking law. The language allows illegal aliens from non-contiguous countries to either leave immediately upon being caught or, if they choose to stay, to be processed and removed like aliens from Mexico or Canada.
Rep. Blackburn’s bill (H.R. 5272) defunds the Deferred Action for Childhood Arrivals (DACA) program, which Republicans said dramatically expanded the surge of unaccompanied alien children.

Using information within the TAGGS system for Health and Human Services we are able to identify the recipients for Grants specifically designated for “Unaccompanied Alien Children”, or UAC’s.
With that data, a few more search tools, some time and a little more research, we are able to identify the locations of facilities throughout the country where the HHS grants are being directed and the UAC’s are being transferred/housed.
There are essentially two broad types: Residence Care, and Transitional to Foster Care Services.

The State of Texas has constitutional power to engage in genuine war if (a) actually invaded or (b) “in such imminent Danger as will not admit of delay.” Note that this is either-or. Meanwhile, Texas has been invaded. And Texas is also under “such imminent Danger as will not admit of delay.” Both.
Texas would have the authority to actually send its National Guard into Mexico. So clearly Texas has the authority to put troops on its own border and defend Texas, including by arresting anyone trying to cross.
Article IV, Section 4 of the United States Constitution lays out that “[t]he United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.”
Article I, Section 10, of the United States Constitution makes clear that “[n]o State shall, without the Consent of Congress, lay any duty of Tonnage, keep Troops, or Ships of War in time of Peace … or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.” (Emphasis added.)
Any border state can send State guard or militia to the border to make arrest and to use deadly force and not be in violation of the Posse comitatus Act .
